A Control Measure is any system, procedure, process, device or other means of eliminating, preventing, reducing or mitigating the risk of hazardous events arising at or near a facility. Control measures are the means by which risk to health and safety from events is eliminated or minimised. Controls can take many forms, including physical equipment, process control systems, management processes, operating or maintenance procedures, emergency response plans, and key personnel and their actions.
