Major Accident

‘Major Accident' means, in relation to an installation or connected infrastructure:
  1. an incident involving an explosion, fire, loss of well control, or release of oil, gas or dangerous substances involving, or with a significant potential to cause, fatalities or serious personal injury,
  2. an incident leading to serious damage to the installation or connected infrastructure involving, or with a significant potential to cause, fatalities or serious personal injury,
  3. any other incident leading to fatalities or serious injury to five or more persons who are on the offshore installation where the source of danger occurs or who are engaged in an offshore oil and gas operation in connection with the installation or connected infrastructure; or
  4. any major environmental incident resulting from incidents referred to in points (1), (2) and (3).
For the purposes of determining whether an incident constitutes a major accident under points (1), (2) or (4), an installation that is normally unattended shall be treated as if it were attended.   • large-scale impact on the environment (e.g. persistent and severe environmental damage that can lead to loss of commercial or recreational use, loss of natural resources over a wide area or severe environmental damage that will require extensive measures to restore beneficial uses of the environment)

Major Accident

Regulation 2(1) of SCR defines the term ‘major accident’ and this is reproduced in in the box below. Guidance on the term is set out on pages 2 and 3 of A guide to the Offshore Installations (Safety Case) Regulations 1992. “Major accident” means -
  1. a fire, explosion or other release of a dangerous substance involving death or serious personal injury to persons on the installation or engaged in an activity on or in connection with it;
  2. any event involving major damage to the structure of the installation or plant affixed thereto or any loss in the stability of the installation;
  3. the collision of a helicopter with the installation;
